2020年,COVID19 疫情嚴峻,各行業生意大受打擊。香港政府創新及科技局在2020年4月19日公佈,在防疫抗疫基金(Anti-epidemic Fund)裡,撥出 5 億作遙距營商計劃 (D-Biz ) 的經費,遙距營商計畫由創科局推出。遙距營商計劃資助企業利用創新與科技,在疫情期間開拓遙距業務,協助各行業在疫情下捱過難關。

Upgrade Your Business Technology with D-Biz
The Innovation and Technology Commission (ITC) has launched the Distance Business (D-Biz) Programme to support enterprises to adopt IT solutions to continue their business and services during the epidemic. Any IT solution that facilitates remote working will be fully funded, including:
- Online Stores
- Online Marketing
- Cybersecurity
- Remote Document Management
- Virtual Team Management and Communications
- Virtual Meeting and Conference
Each enterprise may receive total funding of up to HK$300,000.
D-Biz Application Process
The Hong Kong Productivity Council is the Secretariat of the Programme. Applicants will be notified of the results within about 10 working days after submitting the application for the Distance Business Scheme and the required documents.

遙距營商計劃 FAQ
The Hong Kong Productivity Council approves whether the supplier can enroll to the Service Providers on the Reference List, based on supplier's qualifications for those 12 solution categories, such as whether it has successfully completed related projects for other clients in the past 18 months (Job Reference).
No, they need to apply again. Now there is no such thing as an "approved IT supplier". From now on, the only difference is whether it is a service provider on the reference list.
Even if the supplier fails to become a "service provider on the reference list", it can still apply for DBiz. The advantage of enrolling to the IT Service Providers Reference List is that the HKPC will conduct a review on the competence of the service providers, but this review is for reference only. Of course, being able to become a service provider on the reference list will give the applicant a little more confidence and increase the chances of the applicant choosing. Even if the supplier has not done any related scheme cases before, the supplier can still apply for this scheme. (But the supplier will not be defined as a "service provider on the reference list" by the HKPC.
